Public discourse surrounding the accountability of Ireland’s health service has intensified following remarks by Bernard Gloster, chief executive of the Health Service Executive (HSE). During an appearance on The Anton Savage Show, Gloster advocated for enhanced powers to dismiss staff, igniting a broader discussion about the effectiveness of current disciplinary procedures within the public health system. This proposal, originally highlighted in the Sunday Independent, has drawn varying reactions from political figures and industry experts.

Calls for reform are not new, but the recent comments have underscored public frustration over perceived impunity in the face of serious failures in the health sector. Sinn Féin MEP Lynn Boylan articulated this sentiment, stating that many people in Ireland feel there are rarely consequences when scandals arise. “When a scandal breaks, nobody seems to ever be held to account,” she remarked, emphasizing the need for genuine accountability rather than mere inquiries and reviews that often culminate in little change.

Boylan further clarified that accountability should not equate to scapegoating. “It’s not about having a witch hunt,” she asserted, but rather ensuring that public officials acknowledge failures and take responsibility, a practice she noted is commonplace in other countries where leaders resign after missteps. Nevertheless, she also highlighted the necessity of protecting workers’ rights in any reform efforts. “There has to be greater accountability for everybody in public life, but also not go too far where it’s too easy to fire people,” she cautioned.

The HSE’s dismissal statistics have come under scrutiny, with data indicating that since 2020, 38 staff members were dismissed, yet 17 of these decisions were later overturned on appeal. John Cunningham, Market Insights Director for BAM Ireland, suggested that these figures reveal flaws in the disciplinary processes rather than the principle of accountability itself. “It wasn’t that there wasn’t a problem; it was an issue with the process. They got the process wrong,” he stated.

Cunningham advocates for more transparent management systems to address these issues, arguing that the private sector has made strides in implementing effective personnel management practices. “It’s about authority, accountability and responsibility,” he said, suggesting that improved systems would not only hold individuals accountable but also enhance recognition for high-performing staff. “How can anybody run an organization if there’s an inability to deal with problem individuals?” he added.

Despite ongoing challenges, some experts acknowledge that Ireland’s healthcare system has demonstrated strong outcomes. Paul Hayes, founder of Beachhut PR, noted that Ireland boasts the best longevity rates in Europe, which he attributes to the effectiveness of the health system. However, he also recognized the visible strain on services. “You get the queues, you get the trolleys,” he pointed out, highlighting the paradox that those responsible for potential inefficiencies are also crucial to saving lives.

In closing, Boylan warned against complacency regarding health service improvements. “Putting aside that we might be living longer, there are huge problems with our health service and getting access to treatment,” she said, stressing the need for significant reforms to ensure that the system meets the needs of the public effectively. “It’s by no means perfect,” she concluded, encapsulating the ongoing challenges facing Ireland’s healthcare system.
