Senior Garda to Address AI-Generated Abuse Images in Committee

A senior member of An Garda Síochána, Detective Chief Superintendent Barry Walsh, is set to address the Oireachtas media committee regarding the alarming rise of artificial intelligence (AI) in the creation of abusive images. He will emphasize that reports of child sexual abuse material and intimate image abuse generated by AI are being treated with the highest level of seriousness and will be thoroughly investigated where appropriate.

The committee meeting, scheduled for this afternoon, comes in the wake of criticism directed at the government’s handling of abusive content produced by Elon Musk’s AI chatbot, Grok, which operates on his social media platform, X. Although Walsh will not directly name X or Grok in his opening statement, he plans to describe the use of an AI application for such purposes as “an abhorrent disregard of personal dignity.”

Walsh’s comments will highlight the serious implications of these actions, characterizing them as “an abuse of societal trust that simply cannot be tolerated.” The growing concern has also reached government officials, including Niamh Smyth, Minister of State with responsibility for Artificial Intelligence. She stated that if X does not comply with legal standards in Ireland, it should face a ban.

“My own view is if X are not going to abide by the laws here in Ireland, yes, it should be banned,” Smyth told RTÉ’s Prime Time. She noted that she has disabled her account on the platform, a move echoed by several government colleagues. Smyth expressed confidence that the Taoiseach and his Cabinet will make a collective decision on the matter soon.

Focus on Online Safety and Regulation

The committee meeting will center on the regulation of online platforms and the importance of online safety. Walsh plans to convey that An Garda Síochána has observed an increase in child sexual abuse material being produced, distributed, and accessed online. He will also raise concerns about the lack of “robust age verification” systems for accessing pornography online, questioning why such measures are not standard practice.

In December 2023, Patrick O’Donovan, Communications Minister, announced plans for a pilot program of a “digital wallet” set to launch this year, aiming to enhance online security measures.

Walsh’s presentation will also touch on the proliferation of misinformation and disinformation, noting its role in inciting violence during anti-immigrant demonstrations and riots. This aspect of his address reflects broader concerns about the impact of online content on public safety.

Additional contributors at today’s committee session will include representatives from Media Literacy Ireland, Hope and Courage Collective, and the Institute for Strategic Dialogue.
