Zelenskyy Appoints Spy Chief Budanov as New Presidential Adviser
Ukrainian President Volodymyr Zelenskyy has appointed the head of Ukraine’s Defence Ministry’s Main Directorate of Intelligence, Kyrylo Budanov, as his new chief of staff. This significant shift places a respected military leader at the forefront of decision-making in a critical period as Kyiv seeks to bolster its defenses against Russia and enhance its position in ongoing peace negotiations backed by the United States.
Budanov, a 39-year-old decorated war veteran, takes over from Andriy Yermak, who resigned on November 28, 2023, following a corruption scandal that had intensified public scrutiny of Zelenskyy’s administration. Yermak’s departure follows allegations of a $100 million kickback scheme within the energy sector, a situation that provoked demands for accountability from lawmakers and members of Zelenskyy’s own party.
Background of Kyrylo Budanov
Since 2020, Budanov has led the Defence Ministry’s intelligence operations, gaining experience in conducting covert missions against Russian forces. His role has also included negotiating prisoner exchanges with Russia. Budanov is known for his cautious public demeanor and often enigmatic remarks regarding Ukrainian military activities within Russia. In a 2023 interview, he noted that his heightened profile serves as a vital component in the “information war” against Moscow.
Zelenskyy expressed confidence in Budanov’s capabilities through a post on social media platform X, stating that Ukraine “needs greater focus” on security, military matters, and diplomacy. In his message, Zelenskyy emphasized Budanov’s specialized experience and the strength required to produce results in these areas.
Further Changes in Leadership
In addition to Budanov’s promotion, Zelenskyy announced plans to appoint the current head of foreign intelligence, Oleh Ivashchenko, as the new military intelligence chief. He also indicated intentions to replace the head of the border service, further signaling a comprehensive reshaping of Ukraine’s security framework.
The move to appoint a military figure to a position traditionally held by a civilian reflects a strategic shift in how Ukraine is addressing its ongoing conflict with Russia. With Russian forces continuing to advance, Zelenskyy aims to restore public trust in his leadership at a time when the nation’s sovereignty is under threat.
