Jon Burrows, newly co-opted Ulster Unionist MLA, asserts that Bailey lives in unsafe conditions, while the Justice Minister offers a starkly different account, insisting that the dog is well cared for.
In a video released earlier today, Burrows claimed that Bailey is permanently housed in the H2 wing, which he alleges is home to sex offenders. He suggested that Bailey lacks a dedicated handler and is walked by a prisoner, raising alarming concerns about the dog’s welfare. “Some staff are heartbroken at the dog’s treatment,” Burrows declared, emphasizing the emotional toll on those who care for Bailey.
Contradicting these claims, the Justice Minister’s official response states that Bailey is a registered emotional support dog for the Northern Ireland Prison Service (NIPS). The Minister insisted that Bailey is never left unsupervised, has 24/7 veterinary access, and is housed in clean, safe accommodation. Independent animal welfare officers from Mid & East Antrim Council reportedly evaluated Bailey’s situation, confirming he is alert, active, and well cared for, dismissing allegations of poor treatment as “unfounded.”

If the Justice Minister’s assertions hold, the public deserves transparency.
