Urgent Update: No Wrongdoing Found in DCC Credit Card Review

UPDATE: In a critical announcement, Donegal County Council’s Chief Executive, John McLaughlin, confirmed that a recent review of council credit card usage found no evidence of wrongdoing. The findings, revealed on October 1, 2025, come amid heightened scrutiny over municipal spending practices.
McLaughlin stated that the sampled expenditures were deemed necessary for council business and fell well within approved budgets. The total expenditure on purchasing cards reached €1,582,596.32, which is less than 0.4% of the council’s overall spending of €390 million in 2024. This review aimed to ensure transparency and accountability following concerns raised earlier in the year.
In response to the findings, Cllr Gary Doherty acknowledged the importance of purchasing cards for efficient operations but stressed the need to address any potential “sloppy practices.” Similarly, Cllr Michael Naughton emphasized the necessity of public confidence in the council’s financial integrity, indicating that clarity during council meetings is crucial.
The internal audit report highlighted that all transactions had been reconciled and that the council management is committed to implementing recommendations to enhance accountability. This includes improving procedures for recording and uploading receipts, ensuring compliance with established guidelines.
The report also pointed out that while purchasing cards facilitate quick access to materials needed for urgent tasks, some purchases should have gone through the council’s Central Stores system. The council plans to update its purchasing policy to reflect modern operational needs and improve the efficiency of transactions.
The urgency of this announcement cannot be overstated, as council members and the public alike are keen to see that taxpayer funds are managed responsibly. With the report now available online, residents can access detailed findings to maintain transparency.
