St James’s Hospital Faces Scrutiny Over €1.5M Staff Payments
UPDATE: St James’s Hospital in Dublin is under intense scrutiny after revelations that it paid out nearly €1.5 million to a private firm owned by its own staff. This shocking development has raised serious concerns regarding compliance with procurement regulations and transparency in taxpayer-funded healthcare.
The payments, uncovered during an audit by the Comptroller and Auditor General Séamus McCarthy, were primarily made to the St James’s Consultant Radiologist Group for cancer-related diagnostic services. Notably, €44,000 was issued without a competitive bidding process, and an additional €1.4 million followed later, also lacking a formal contract.
In a session with the Dáil’s Public Accounts Committee (PAC), McCarthy described the situation as “incredibly concerning.” He stated that the hospital staff involved did not disclose their financial interests, prompting committee members to demand a “very significant explanation” from the hospital’s board.
PAC member and Fianna Fáil TD Paul McAuliffe expressed his alarm, emphasizing the implications of non-compliant procurement practices and insufficient conflict-of-interest declarations. “The information brought forward to the committee is incredibly concerning,” he stated, calling for immediate accountability.
The payments were made under the auspices of the National Treatment Purchase Fund (NTPF), which aimed to address a critical surge in demand for radiology services, reportedly exceeding the hospital’s capacity by 22% last year. St James’s Hospital confirmed that all services funded by the NTPF were conducted outside regular hours and that staff were properly compensated, even as questions about the lack of competitive bidding persist.
Members of the PAC, including Fine Gael TD Joe Neville, have expressed their commitment to investigating these alarming findings. “These risks undermine everybody in the system,” Neville remarked, highlighting the need for a robust financial management system across voluntary hospitals.
The fallout from this incident is significant, as similar irregularities have surfaced in other institutions within the HSE. Earlier this year, it was reported that over €1.5 million was funneled to businesses linked to staff at University Hospital Limerick.
In response to the audit findings, St James’s Hospital has assured that it has since rectified its contracting processes and is adhering to all declaration requirements. The hospital stated that individuals involved have amended their declarations and provided explanations for the urgent need for additional services.
