Additional Needs Payment

The **Additional Needs Payment** is designed to help individuals cover expenses that cannot be managed through weekly income or savings. This payment is accessible to those receiving social welfare or working on a low income, regardless of their working hours. Even individuals not currently receiving social welfare may qualify based on their financial situation.

Eligible expenses for the Additional Needs Payment include a range of necessities such as an increase in fuel or electricity costs, essential property repairs, and even funeral costs. Other qualifying expenses can cover deposits for rented accommodation, items needed when setting up a home for the first time, and recurring travel costs for hospital appointments. The payment aims to alleviate the financial burden caused by unexpected or unavoidable expenses.

Fuel Allowance Scheme

Another key support initiative is the **Fuel Allowance**, which helps cover heating costs during the winter months. This scheme provides a payment of **€33 per week for 28 weeks**, or an option for two lump sum payments totaling **€924**. The first lump sum is set to be disbursed on the week commencing **September 22, 2025**.

To qualify for the Fuel Allowance, individuals must live alone or with specific individuals, such as a qualifying spouse or dependent children. The scheme also requires recipients to be receiving a qualifying payment, unless they are aged 70 or older. Importantly, those whose heating costs are fully covered as part of their accommodation are not eligible for this support.

Household Benefits Package

The **Household Benefits Package** provides assistance with electricity or gas bills and covers the cost of a television licence. This package is not limited to individuals living alone, but only one person per household can receive it. Individuals aged 70 and above can qualify without receiving a State pension, and the package is not means tested.

For those under 70, additional eligibility criteria apply. The Household Benefits Package is paid monthly, either as a credit against energy bills or directly into a bank or post office account. The payment includes two separate allowances: an **Electricity Allowance** or **Natural Gas Allowance** of **€35 monthly**, and a **Free Television Licence**.
