Galway Library and University Launch Free Tax Support Initiative

A new initiative in Galway aims to provide free, confidential tax support to vulnerable groups, including lone parents and survivors of domestic violence. Launched this week, the programme titled “Enabling Tax Literacy and Empowerment: Understanding Your Rights and Responsibilities” represents the first public tax education partnership of its kind in Ireland.

Jointly operated by Galway Public Libraries and the University of Galway’s award-winning Tax Clinic, the initiative seeks to assist individuals in navigating the increasingly digital tax system. It offers one-to-one consultations with trained tax advisers and supervised student volunteers. Support will be available at selected library branches, alongside an option for online consultations.

Recruitment for participants is facilitated through several community organizations, including Family Resource Centres, FLAC (Free Legal Advice Centres), INTREO, and the library network itself.

Empowering Vulnerable Populations

Eileen Ruane, Director of Services at Galway County Council, emphasized the significance of this initiative in promoting inclusive financial literacy. She stated, “Embedding tax education in trusted community spaces helps tackle financial abuse and economic exclusion while strengthening libraries’ role as hubs for lifelong learning.”

County Librarian Elizabeth Keane described the programme as a means of empowering individuals to regain control over their financial situations in a supportive environment. “This project is about more than taxes; it’s about empowerment. By bringing professional tax guidance into our libraries, we are helping lone parents and survivors of domestic violence reclaim control over their finances, build confidence, and take ownership of their futures,” she noted.

The collaboration extends the reach of the Tax Clinic into the community, providing real-world impact while also offering students valuable experiential learning opportunities as they prepare for careers in tax professionals. Prof Emer Mulligan, Director of the University of Galway Tax Clinic, highlighted the dual benefit of the initiative for both community members and students.

This innovative programme is set to not only educate but also empower those who often face barriers in accessing financial services. By leveraging community resources, Galway is paving the way for a more inclusive approach to financial literacy, ensuring that all individuals have the knowledge and support to manage their tax affairs effectively.
