HSE Faces €5.5 Million Bill to Dispose of Pandemic Handwash

UPDATE: The Health Service Executive (HSE) is grappling with a staggering disposal cost of over €5.5 million for alcohol handrub purchased during the COVID-19 pandemic. This urgent revelation came during a meeting of the Dáil’s Public Accounts Committee (PAC) earlier this week, highlighting the financial burden associated with outdated pandemic supplies.

HSE chief executive Bernard Gloster informed the committee that disposing of handgel is “very tricky,” as it cannot be poured down the sink or incinerated safely. The discussion underscores the significant financial implications of emergency purchases made to combat the pandemic, many of which bypassed standard procurement processes.

This situation is compounded by another pressing issue: the HSE is also contending with a €33.8 million bill for the disposal of expired vaccines and PPE such as face masks. The varying shelf lives of COVID-era drugs have made this expense unavoidable. Gloster emphasized the urgency of securing supplies during the pandemic, which contributed to an oversupply of vaccines, handgel, and PPE.

The committee was told that approximately €7.5 million has been earmarked for the disposal of PPE, including surgical masks that have a shelf life of five years. With current weekly usage at just 55,000 masks, this is a stark contrast to the peak levels seen during the pandemic.
