Humanitarian Leader Reflects on 28 Years of Crisis Response

UPDATE: Today marks World Humanitarian Day, a critical moment for the humanitarian sector, as new reports reveal it is facing unprecedented challenges. With over 380 humanitarian workers killed last year, 2025 is already projected to worsen, underscoring the urgent need for support and resources.
Paul Healy, who has dedicated 28 years to humanitarian work, reflects on his impactful journey as he prepares to retire at the end of this year. Originally from Dublin, Healy has served in crisis-stricken regions including Kenya, Afghanistan, Pakistan, India, and Somalia. His experiences highlight the resilience and courage of communities facing dire circumstances.
In a powerful statement, Healy shared, “Working in the humanitarian sector has taught me the immense strength of local communities.” He emphasizes the importance of empowering local decision-making rather than imposing outside solutions, a principle that has guided his work with Trócaire since 2008.
During his tenure, Healy has witnessed the devastating impacts of natural disasters. In 2010, floods in Pakistan displaced five million people, leading to outbreaks of cholera and other diseases. Yet, Healy recounts the remarkable survival and recovery stories, notably with the support of local organizations like the Pakistan Fisherfolk Forum.
Healy’s reflection also touches on his time in Kenya, where he witnessed the devastating effects of prolonged droughts. “Local committees were essential in identifying vulnerable households,” Healy noted, emphasizing how these efforts allowed communities to be prepared for external aid when it arrived.
Over the years, Healy has worked tirelessly to implement sustainable solutions. In eastern India, after a catastrophic cyclone in 1999, communities adopted innovative agricultural techniques that increased yields while protecting the environment. This grassroots approach remains a cornerstone of Trócaire’s mission.
Currently, Healy is focused on Trócaire’s Somalia program, which has been operational for over 30 years. This program integrates health, nutrition, and sanitation, addressing the root causes of malnutrition and led by local elders and women from various clans. Healy’s commitment has been tested by the harsh realities of famine, where he witnessed heart-wrenching moments, including the loss of a baby just hours after arrival at their facility.
Despite these challenges, Healy finds hope in the success stories of children recovering from malnutrition. “Knowing we made that possible is deeply rewarding,” he shared, highlighting the emotional weight and fulfillment of humanitarian work.
As Healy prepares to step away, he acknowledges the ongoing challenges facing the humanitarian sector. “There are countless compassionate and committed individuals who will continue to fight for those in need,” he affirmed, expressing his confidence in the future of humanitarian work.
The urgency of the humanitarian crisis cannot be overstated, and as Healy’s retirement approaches, the call for continued support and funding from organizations and the public remains critical. The humanitarian community stands at a crossroads, facing unprecedented needs as we remember the sacrifices made by those who serve.
