The ambitious project, designed by Spark Way Limited, aimed to feature an array of amenities including ensuite bedrooms, a ground floor restaurant and bar, a gym, and a stunning sixth-floor outdoor swimming pool. The plan also included the construction of a public plaza and bicycle parking spaces, along with eco-friendly green roofs.

However, the commission’s decision stems from environmental concerns. An official report highlighted that the proposed development could potentially harm the integrity of the River Nore and River Barrow Special Areas of Conservation. The absence of a required Natura Impact Statement left officials unable to ensure that the project would not adversely affect these protected areas.

The commission further noted the site’s sensitive location adjacent to the John Street Architectural Conservation Area and other protected structures, stating, “the applicant has not provided sufficient detailed information to justify that the architectural design, scale, height, massing, and use of materials would not seriously detract from the ACA.”

This decision has significant implications for Kilkenny, as the proposed hotel was expected to boost local tourism and create jobs in the area. Residents and stakeholders are now left questioning the future of development in Kilkenny City as officials grapple with balancing growth and environmental preservation.
