Zelenskyy Advocates for Foreign Troops in Ukraine Post-War

Ukrainian President Volodymyr Zelenskyy has emphasized the necessity of foreign troops remaining in Ukraine following the conclusion of the ongoing conflict with Russia. Speaking alongside Canadian Prime Minister Mark Carney during his visit to Kyiv on September 1, 2023, Zelenskyy asserted that the presence of international military personnel is crucial as Ukraine seeks to establish security guarantees with its Western allies. He stated, “The issue of on the ground presence, as they say, boots on the ground, is important to us.”
Prime Minister Carney echoed the sentiments of urgency by advocating for a ceasefire in Ukraine, insisting on a “cessation of hostilities.” Despite these calls for peace, the war continues to escalate, with both Ukraine and Russia exchanging attacks and vying for control over strategic locations along the frontline. Recently, Ukrainian forces successfully reclaimed three villages in the Donetsk region that had previously come under Russian control.
In a notable development, both countries conducted a significant prisoner exchange, each releasing 146 prisoners of war. Such large-scale exchanges have been a rare outcome of multiple rounds of discussions held between May and July this year.
Russian Foreign Minister Sergei Lavrov has accused Western nations of obstructing peace negotiations aimed at resolving the conflict. During an interview with the state television station Rossiya, Lavrov claimed that Ukraine and Russia have both assigned blame to one another for the stalled talks between their respective leaders. He stated, “They’re just looking for a pretext to block negotiations,” and criticized Zelenskyy for “obstinately insisting” on conditions for a meeting with Russian President Vladimir Putin.
Lavrov further alleged that Ukrainian authorities were attempting to disrupt an established process laid out by Presidents Putin and Donald Trump, which he claimed had previously yielded positive outcomes. He remarked, “We hope that these attempts will be thwarted.”
On the same day, Lavrov announced that “no meeting” between Zelenskyy and Putin was scheduled. Zelenskyy had earlier indicated that Russia was “trying to wriggle out of holding a meeting.” While he has expressed a willingness to engage with Putin, he insists that such discussions will only take place once his allies agree on security guarantees for Ukraine to prevent future aggression after the war.
Russia has firmly stated that discussions regarding these guarantees cannot occur without their involvement and declared that any presence of European troops in Ukraine would be “absolutely unacceptable.”
Amid these escalating tensions, U.S. Vice President JD Vance has dismissed claims that Russia is deliberately delaying a potential peace agreement. He stated on NBC’s “Meet the Press” that Russia has made “significant concessions” to President Trump regarding its demands for ending the conflict. “I think the Russians have made significant concessions to President Trump for the first time in three and a half years of this conflict,” Vance remarked, adding that Russia has shown flexibility on some of its core demands.
As the situation develops, both Ukraine and Russia remain entrenched in their positions, with the path to peace appearing increasingly complex. The international community continues to watch closely as diplomatic efforts unfold, and the need for a resolution becomes ever more urgent.
