Trump Administration Proposes Controversial Gaza Reconstruction Plan

A new reconstruction plan for Gaza is under consideration by the administration of former President Donald Trump, envisioning a decade-long U.S. administration of the region. As reported by the Washington Post, the proposal includes the temporary relocation of Gaza’s population, aiming to transform the war-torn enclave into a tourist and manufacturing hub.

The plan, outlined in a 38-page prospectus, suggests that Gaza’s population of approximately 2 million could leave through what are described as “voluntary” departures to other countries or be relocated into restricted areas during the reconstruction phase. According to the report, large-scale camps termed “Humanitarian Transit Areas” may be established within and potentially outside Gaza to accommodate the displaced population.

Individuals who own land would be offered a “digital token” in exchange for the rights to redevelop their properties. Each Palestinian who departs would receive $5,000 in cash, along with subsidies for four years of rent and a year’s supply of food. This initiative is referred to as the “Gaza Reconstitution, Economic Acceleration and Transformation Trust,” or the GREAT Trust, developed by the GHF, a U.S.-backed aid group that coordinates with the Israeli military for food aid delivery.

The GHF has faced criticism for its operations. According to the United Nations, over 1,000 individuals have died while attempting to receive aid in Gaza since the GHF began its work in May 2025, with many casualties attributed to Israeli military actions near GHF sites. The organization is favored by the Trump administration and Israel for its humanitarian efforts, which are perceived as more effective than the UN-led aid system, which Israeli officials argue permits militant groups to divert assistance.

On February 4, 2025, Trump suggested the U.S. should “take over” Gaza and develop it into “the Riviera of the Middle East” after relocating the Palestinian population. These remarks have sparked outrage among Palestinians and humanitarian organizations, raising concerns about potential forced relocation.

As the situation in Gaza escalates, the Israeli military has intensified its operations around Gaza City, with air and ground assaults destroying homes and displacing families. On Sunday, Israeli Prime Minister Benjamin Netanyahu convened his security cabinet to discuss further actions in the city. The military’s ongoing operations have included the designation of Gaza City as a “dangerous combat zone,” leading to the suspension of temporary pauses for aid deliveries.

The White House and State Department have not yet commented on the proposed plan, which reflects Trump’s previous statements about Gaza’s future. The complexities surrounding the reconstruction plan and its implications for the Palestinian population remain a critical focus for international observers and stakeholders in the region.
