Health Minister Reviews Care Report for Boy Who Died After Surgery Delays

The Health Minister, Jennifer Carroll MacNeill, has received a report detailing the care timeline for Harvey Morrison, a nine-year-old boy who died on July 29, 2023, following prolonged delays in receiving spinal surgery for scoliosis. Harvey, who also lived with spina bifida, had been on a waiting list for several years, during which the curvature of his spine escalated from 75 degrees to 130 degrees. His parents, Stephen Morrison and Gillian Sherratt, have been vocal about their concern regarding the lengthy wait for treatment.

Harvey finally underwent spinal surgery in December 2022, but by that time, the severity of the curve had advanced to a point where complete correction was no longer possible. This condition resulted in a twisting of his rib cage, severely compromising his ability to breathe. The circumstances surrounding Harvey’s care have raised significant concerns, prompting calls for accountability from various quarters, including opposition politicians and advocacy groups.

On Thursday, during a media briefing at the Convention Centre in Dublin, Minister Carroll MacNeill stated that she had received the report into Harvey’s care and expressed her willingness to discuss its findings with the Morrison family at a time they feel comfortable. She emphasized that it would not be appropriate to comment on the report publicly before engaging with the family first.

In her remarks, Carroll MacNeill noted, “It wouldn’t be appropriate for me to speak about an individual case where HSE chief executive Bernard Gloster and I hadn’t had the opportunity to discuss the review in detail with the families.”

Gloster, who acknowledged the emotional toll on the Morrison family, also highlighted the importance of engaging families at the beginning of the review process. “I am now engaged with the family in correspondence. I hope that at some point in the future they would like to take the opportunity to meet with me to discuss that,” he explained.

He recognized the sensitivity required when discussing such cases, saying, “One of the things we’ve learned over the years is that when we review cases, no matter how professionally or well we do it, one of the constant criticisms we hear is that we didn’t engage the family at the very start of our process.”

The tragic case of Harvey Morrison has intensified scrutiny on the healthcare system, particularly regarding the commitments made by former Health Minister Simon Harris. In 2017, Harris pledged that no child would wait more than four months for scoliosis treatment. The failure to meet this promise has led to increased pressure on current officials to address the systemic issues that contributed to Harvey’s tragic outcome.
