HIQA Identifies Areas for Improvement at Donegal Disability Centre

A recent inspection by the Health Information and Quality Authority (HIQA) at a residential centre for adults with an intellectual disability in Donegal has revealed several areas needing significant improvement. The inspection took place at St Anne’s – Naomh Áine, where four residents were present during the assessment on September 12, 2025.
The HIQA report emphasizes the necessity for enhanced guidance to staff regarding the communication needs of residents. It highlights that all residents’ communication requirements must be thoroughly assessed, ensuring that staff have clear information to provide appropriate support.
In addition, the inspection uncovered shortcomings in risk management processes. The identification, recording, and assessment of potential risks within the centre were found to require substantial improvement. Although there were arrangements in place to assist residents in managing their behaviours, the report indicated that further enhancements are essential to ensure all residents receive the necessary support. Staff also require clearer guidance in these matters to improve overall care.
Following the inspection, the provider has committed to taking steps aimed at achieving full compliance with national regulations. This proactive approach is intended to address the issues identified and to enhance the quality of care provided to the residents at St Anne’s – Naomh Áine.
The findings from this inspection underscore the ongoing need for vigilance in care facilities to ensure that all support requirements are met and that residents’ rights and needs are prioritized. As further developments unfold, stakeholders will be monitoring the centre’s efforts to implement the recommended changes.
