Election Dynamics and Key Players

The pro-European Party of Action and Solidarity (PAS) seeks to maintain its position as the dominant force in parliament. Since 2021, PAS has held 61 of the 101 seats and has pledged to accelerate Moldova’s EU accession within five years. In contrast, the pro-Russian Patriotic Electoral Bloc (BEP) and the less transparent Alternativa opposition bloc are anticipated to benefit from a surge in disinformation and bribery attributed to external influences.

Stanislav Secrieru, Moldova’s National Security Adviser, expressed grave concerns about Russia’s involvement, stating, “Russia is pulling out all the stops to tip this election.” He highlighted a troubling increase in financial resources aimed at vote buying and an uptick in AI-fueled disinformation campaigns, amplified by troll networks. Reports of planned unrest in the capital, Chisinau, further underscore the tensions surrounding this electoral process.

Initial voting results will likely emerge from smaller towns and rural areas, while ballots from larger cities and international polling stations will be counted later. The CEC plans to unveil preliminary results at 21:30 local time (20:30 Brussels), with updates following throughout the night.

The Role of the Diaspora

In previous elections, the votes of Moldovans living abroad proved pivotal. Last year, a referendum on EU membership passed narrowly, significantly influenced by ballots from the diaspora, which largely resides in EU countries. Dorina Baltag, a researcher at the Institute for Diplomacy and International Affairs and co-founder of the diaspora group Noroc Olanda, emphasized the ongoing importance of these votes. She stated that the diaspora remains a consistent pro-European constituency that can sway closely contested races.

Yet, the diaspora faces increasing hybrid threats aimed at influencing their voting behavior or discouraging participation. Reports indicate that over 900 accounts have been identified as part of a coordinated effort to spread AI-generated disinformation linked to Russian interests.

Siegfried Mureșan, a Romanian Member of the European Parliament and chair of the European Parliament’s delegation to Moldova, remarked, “This is the last chance for Russia to affect Moldova’s EU integration path. Russia knows it, and this is one of the reasons why they are so heavily invested there.”

Throughout the day, reports of bomb threats disrupted polling operations abroad, including an evacuation of Moldova’s embassy in Brussels. Authorities have warned of groups planning unrest in Chisinau, coinciding with a protest organized by the pro-Russian Patriotic Electoral Bloc.
