Latvian PM and Estonian President Urge Direct Talks with Russia
Latvian Prime Minister Evika Siliņa and Estonian President Alar Karis have called for the appointment of a special European envoy to facilitate direct negotiations with Russia regarding the ongoing conflict in Ukraine. In separate interviews with Euronews, both leaders underscored the urgency for the European Union to engage in discussions aimed at ending the war, reflecting a significant shift in Europe’s approach to dealing with Moscow.
During her interview at the World Governments Summit in Dubai, Prime Minister Siliņa emphasized the necessity of diplomacy. “You always need to talk, but we need to isolate and still have sanctions on Russia,” she stated. She argued that, as Ukrainians have initiated their own negotiations, it is crucial for European leaders to participate as well. Siliņa pointed to potential representatives from several major European nations, including French President Emmanuel Macron and German Chancellor Friedrich Merz, among others, as suitable candidates for the role.
Growing Support for a European Envoy
The idea of appointing a special envoy to engage with Russia gained traction after Macron revealed that discussions had commenced “at the technical level” to implement this initiative. Italian Premier Giorgia Meloni also expressed support for the proposal. Although previously dismissed by many leaders as inappropriate, the growing urgency of the situation has led to renewed interest in direct communication with the Kremlin.
President Karis echoed Siliņa’s sentiments, stressing that any appointed envoy should come from a significant European country and possess credibility on both sides. He remarked, “The European Union should be involved in these discussions as well.” Karis pointed out the necessity for Europe to reclaim its role in diplomatic efforts, stating, “We are a bit late. We should have started it.”
As diplomatic channels with Russia have largely remained closed since February 2022, the discussion on reopening these lines has intensified. Countries such as France, Italy, Austria, Luxembourg, and the Czech Republic have supported the idea of initiating direct talks to reduce reliance on the United States, which has been the primary negotiator with Moscow.
Contrasting Perspectives on Diplomatic Engagement
Despite this momentum, Germany has firmly opposed the idea of engaging directly with Russia. Officials highlight that President Vladimir Putin has shown no genuine willingness to negotiate, citing ongoing hostilities and escalated demands from the Kremlin. The Estonian foreign ministry has also issued a warning against re-engagement, asserting that talks should not resume until Russia alters its aggressive stance. “As long as Russia has not changed its actions and objectives in its aggression against Ukraine, it is not possible to engage in talks,” a spokesperson stated.
The European Commission has taken a measured stance, urging President Putin to demonstrate a serious commitment to peace before any diplomatic efforts resume. In light of Macron’s announcement regarding the technical work on this issue, the Commission has refrained from commenting further, although a new package of sanctions against Russia is expected in the coming days.
As the landscape of European diplomacy evolves, the push for a special envoy could mark a pivotal moment in how Europe navigates its relationship with Russia while supporting Ukraine in its ongoing struggle. The outcome of these discussions remains to be seen, but the commitment to engage in dialogue is a clear indication of the shifting dynamics in European foreign policy.
