HSE Chief Apologises for Failures in North Kerry Mental Health Services

The Health Service Executive (HSE) has issued an apology regarding the treatment of patients at the North Kerry Child and Adolescent Mental Health Services (CAMHS). This follows the publication of an independent review revealing that over 200 children in the region were at risk of potential harm due to inadequate care and oversight.

The report, released on Wednesday, raised significant concerns about the high rates of medication prescriptions compared to therapeutic interventions. In response, HSE Chief Executive Bernard Gloster offered an unequivocal apology on Thursday, stating, “I apologise unequivocally to the children and families under our care who have been affected by the North Kerry CAMHS review.” He expressed deep regret for the harm caused and committed to improving mental health services for young people in Kerry and across the country.

Gloster emphasized the importance of rebuilding trust among families and service users. He reassured the public that current services would be safe and responsive, contrasting them with the issues that led to the review. “I am conscious that for the people of Kerry and indeed CAMHS service users across the country, their confidence has been eroded,” he said.

Commitment to Reform and Improvement

In light of the findings, Gloster noted the establishment of the National HSE Child and Youth Mental Health Office, which came about following support from the government based on the Maskey report. This office is tasked with overseeing the implementation of the Child and Youth Mental Health Action Plan, which incorporates recommendations from the Maskey report, internal audits on prescribing practices, and guidelines from the Mental Health Commission (MHC).

The HSE intends to follow through on a significant program of service improvement and investment to ensure that the recommendations from the North Kerry review are effectively implemented. “While all of our improvements are good and welcome, there is no doubt but that our services in Kerry were so far below the acceptable standards as to cause risk of harm. That is unacceptable, it is not good enough, and for that, I am sincerely sorry,” Gloster stated.

He also confirmed that the HSE has referred specific cases to the Medical Council for further assessment, underscoring the necessity of allowing their evaluation to proceed without interference.

This situation highlights the urgent need for reform in mental health services, particularly for vulnerable populations. The HSE’s commitment to addressing these shortcomings is crucial for restoring confidence among families and ensuring that high-quality mental health care is consistently available for children and adolescents in the region.
