Ireland Moves to Enhance Naval Powers Amid Rising Maritime Threats

The announcement coincides with the launch of the nation’s first-ever national maritime security strategy, which identifies significant weaknesses in Ireland’s marine domain awareness. These vulnerabilities have raised concerns regarding potential threats to the country’s sovereignty and security.

According to sources, the Government intends to expedite legislation that will empower the Naval Service to operate “unilaterally” in certain situations. The aim is to have this legislation prepared ahead of Ireland’s upcoming EU Presidency in July 2024. The proposed laws are expected to progress through the Oireachtas quickly, with an urgent request for legal consultation already submitted to the Attorney General.

Plans for Naval Bases and Enhanced Security Measures

As part of its comprehensive security approach, the Government is also contemplating the establishment of two naval bases along Ireland’s east and west coasts. This initiative is intended to address current inadequacies in maritime surveillance and response capabilities.

The urgency of these measures has been underscored by a notable incident in December 2022, when an unauthorized drone breached security during a visit from Ukrainian President Volodymyr Zelensky. This event highlighted the need for enhanced anti-drone systems, which are now being fast-tracked to ensure operational readiness by the time Ireland assumes the EU Presidency.

Minister for Defence Helen McEntee is set to formally unveil the national maritime security strategy today, which outlines six key objectives aimed at securing critical infrastructure and enhancing international cooperation. The strategy emphasizes the increasing risks posed by foreign actors who may seek to exploit Ireland’s maritime domain for strategic advantages.

Addressing Maritime Threats and Criminal Activity

The strategy also draws attention to the ongoing threat of drug trafficking and organized crime. Ireland’s extensive maritime territory presents potential challenges for law enforcement, as criminal organizations may exploit perceived deficiencies in surveillance and enforcement to engage in illicit activities, including drug importation and human trafficking.

Minister McEntee noted that the strategy aims to fill “critical gaps” in maritime domain awareness, which can lead to delayed responses to potential threats. To counter these challenges, plans for advanced radar and sonar projects are underway, alongside the consideration of new naval operating bases.

In her remarks, Minister McEntee emphasized the crucial partnership between the Government and the private sector in safeguarding Ireland’s maritime security. “While the Government’s role is essential, the private sector also has a crucial role and responsibility to play,” she stated. “They are the owners and operators of much of our critical maritime infrastructure.”

The launch of the maritime strategy follows a comprehensive public consultation process, yielding approximately 300 submissions from a diverse range of stakeholders, including government agencies, academic institutions, industry representatives, and citizens.
