Bidding Launch for €7.9 Billion MetroLink Construction Contracts
Transport Infrastructure Ireland (TII) has initiated a competitive bidding process for construction contracts related to the MetroLink project, with a total estimated value of €7.9 billion. This significant step marks the beginning of selecting bidders who will undertake vital work, including heavy tunnelling, track alignment preparation, and the construction of stations and supporting structures such as bridges.
The contracts are now available for tender on the Government’s eTenders website. TII anticipates that the final bids will likely come in “considerably less” than the stated contract values. The first contract, focusing on the southern section of MetroLink from Charlemont to Northwood, is valued at €4.56 billion. It encompasses the construction of bored railway tunnels, tunnel portals, and ventilation shafts, along with below-ground station excavations at various locations, including Charlemont and St Stephen’s Green. Excavations will reach depths of up to 35 meters and include the creation of shell and core structures.
The second contract pertains to the northern section, extending from Northwood to Estuary, with a value of €3.34 billion. This segment will involve constructing viaducts, surface routes, and railway sections at ground level and in shallow excavations, including some covered sections.
Significance of the Tenders
The announcement has been described as an “important milestone” in the development of Ireland’s first metro system by TII Chief Executive Lorcan O’Connor. He emphasized that this marks the beginning of a process to identify the organizations responsible for delivering the main civil engineering works for MetroLink.
“It also highlights the importance of collaboration between the state and private sectors,” O’Connor remarked. He added that advancing these contracts lays the groundwork for a public transport system that will significantly enhance capacity, improve connectivity to the airport and key destinations, and support Ireland’s climate and sustainability objectives in the coming decades.
National Transport Authority Chief Executive Anne Shaw echoed O’Connor’s sentiments, stating that the project would provide substantial benefits to public transport infrastructure. The announcement comes alongside recent agreements to purchase homes along the proposed MetroLink line, with the procurement of properties in Dartmouth Square alone estimated to exceed €30 million, according to Seán Sweeney, the programme’s director.
Community Impact and Developments
While some homeowners in Dartmouth Square had sought judicial review of the project, it was reported on December 23rd that those involved would accept an offer from TII to buy their homes. This development highlights the ongoing negotiations and community considerations surrounding the MetroLink initiative.
The new metro system is projected to require approximately 8,000 workers for its construction, as noted during an Oireachtas committee meeting last year. With this substantial workforce, the project not only aims to transform public transport in Ireland but also promises to create thousands of jobs, thereby contributing to the local economy.
As the bidding process unfolds, the focus remains on achieving a successful collaboration between TII and private sector partners to bring this ambitious infrastructure project to fruition. The MetroLink is poised to become a cornerstone of Dublin’s transport network, facilitating better access and promoting sustainable urban development.
