Ireland’s Peter McVerry Trust Faces Scrutiny Over Hidden Payments
The Peter McVerry Trust (PMVT), Ireland’s largest housing charity, is under investigation following revelations of undisclosed payments to firms linked to its former external auditor, Donal Ryan. Over a decade, PMVT made substantial payments to Electronic Commerce Training Consultancy (ECTC), a company previously owned by Ryan, raising concerns about potential conflicts of interest.
According to an investigation by Extra.ie, Ryan served as the external auditor for PMVT from 2006 until the end of 2021. His ownership of ECTC was transferred to his sister, Mary Ryan, in 2020, but he did not declare this change while auditing the charity’s finances. This situation is part of a broader pattern of financial ties between PMVT and companies linked to Ryan’s family.
The investigation highlights payments made to other family-owned firms, notably Rubycon Developments Ltd, which is controlled by Ryan’s brother, Anthony Ryan. Inspectors from the Approved Housing Bodies Regulatory Authority (AHBRA) discovered that PMVT had paid millions to Rubycon between 2016 and 2024, with the first invoice dated March 31, 2016.
Mary Ryan’s ownership of ECTC introduces a second family member into the mix of undeclared transactions. The company ceased to be a contractor for PMVT in 2022. Moreover, Donal Ryan’s sister, Breda Ryan, along with her husband, Conor Purcell, operates Purcell Auctioneers, which also received payments from PMVT for services between 2014 and 2024. These transactions, similar to those with ECTC, were not declared as related party transactions, raising further governance concerns.
During the audit period, PMVT made payments totaling €18,905 to ECTC, with €14,060 paid in 2023 alone. None of these payments were recorded as related party transactions in PMVT’s declarations. The charity has not disclosed the total amount received by ECTC from 2010 to 2022.
Records indicate that ECTC was incorporated in 2002 by Donal Ryan, who maintained a 50 percent shareholding until 2020, when the company was fully transferred to Mary Ryan. The registered address of ECTC has consistently been linked to Donal Ryan’s accountancy practice in Dublin. When contacted, Mary Ryan declined to comment regarding the financial dealings of her family.
Further complicating the situation, Rubycon Developments was named as PMVT’s preferred contractor in October 2018 without undergoing a tender process. The charity reported that Rubycon received €3,668,971 in payments in 2023, with an outstanding balance of €2,772,243 under dispute. Donal Ryan’s dual role as the auditor of PMVT and accountant for Rubycon has not been publicly disclosed as a conflict of interest.
The third family-linked firm, Purcell Auctioneers, was paid €27,141 in 2022 and €5,288 in 2023 for consulting services. These payments were not mentioned in PMVT’s 2022 financial accounts but were included as related party transactions in their 2023 reports without naming the firms involved.
As the investigation continues, the Garda National Economic Crime Bureau has intensified scrutiny into alleged financial irregularities at PMVT. Recent inquiries have led to the seizure of documents from multiple locations across the state.
The situation raises critical questions about governance and transparency within PMVT, particularly regarding the management of funds and the oversight of affiliated companies. Previous reports have indicated other lapses in governance, including a property purchase from PMVT’s head of IT that was never declared as a related party transaction.
As this situation unfolds, the implications for PMVT and the Ryan family firms remain significant. The charity faces heightened scrutiny from regulators and law enforcement, while the community awaits clarity on the financial integrity of one of Ireland’s largest housing charities.
