Limerick Council Increases Event Spending Amid Volunteer Decline
Limerick City and County Council has attributed an increase in its festivals and events budget to a significant decline in volunteering levels following the Covid-19 pandemic. This decision was discussed during a recent metropolitan district meeting where Independent councillor Maria Donoghue raised questions regarding the “significantly increased spending” for the years 2023 and 2024.
In a written response, Brendan Troy, head of economic and tourism development, outlined several factors contributing to the budgetary changes. He noted that contracts for the upcoming years were issued in November 2022, at a time when the events industry was just beginning to recover from the pandemic.
The events sector faced notable challenges, including widespread inflation affecting critical areas such as security, equipment hire, insurance, and staffing costs. Troy pointed out that these financial pressures were largely unavoidable and significantly impacted budget planning and execution for the council’s events.
Before the pandemic, Limerick had enjoyed a robust culture of volunteering, which helped to minimize staffing costs. Troy explained that following the pandemic, the number of volunteers dramatically decreased. This decline necessitated hiring additional staff for roles that had previously been filled by volunteers.
Cost increases have been particularly evident in several aspects of event planning. For example, there were higher expenses related to additional grandstand seating, the visit of a naval ship, and enhanced water safety measures.
Looking forward, Troy emphasized that tighter controls will be implemented in future budget planning to mitigate similar issues. The council aims to create a sustainable events framework that balances financial constraints with the need for engaging public activities.
As Limerick continues to navigate the post-pandemic landscape, the council’s increased spending reflects broader trends in the events industry and highlights the ongoing challenges of rebuilding community engagement through volunteering.
