Camp Montana Faces Criticism Over Detainee Conditions

The conditions at Camp Montana, a newly opened immigration detention facility near Fort Bliss, Texas, have drawn significant criticism following allegations of mistreatment and health crises among detainees. Seamus Culleton, a detainee awaiting deportation after overstaying his visa, recently described his experience as “a nightmare,” highlighting the facility’s unsanitary conditions and lack of essential hygiene products.

Opened in August 2022, Camp Montana was touted by officials, including Tricia McLaughlin of the Department of Homeland Security, as a modern facility offering legal access, recreational space, and medical care. The facility, which cost approximately $1.2 billion, was designed to expedite deportations under the previous administration’s policy. However, reports indicate that the reality differs significantly from the promises made.

Health Concerns and Allegations of Mistreatment

According to Culleton, who is living in a tent shared with 72 other detainees, hygiene is severely lacking. “We’re often without hygiene products. The showers are filthy, the toilets are filthy. Infection, disease and sickness is right here,” he stated. He further expressed concerns about COVID-19 and influenza outbreaks within the facility, claiming, “Everybody’s sick.”

Recent reports from the Texas Tribune indicate that there have been at least two cases of tuberculosis and 18 cases of COVID-19 at Camp Montana, although these figures have not been confirmed by government officials. The facility has also faced scrutiny following the deaths of three individuals since December 2022, including that of Geraldo Lunas Campos, whose death was initially attributed to “medical distress” but later classified as a homicide by the El Paso Medical Examiner.

The American Immigration Council has criticized the U.S. Immigration and Customs Enforcement (ICE) for systemic failures in its handling of detainee health and safety, noting that legally mandated disclosures regarding detainee deaths are often delayed and lack adequate detail. Local congresswoman Veronica Escobar has condemned the facility for its treatment of immigrants, calling it “warehousing” with “inhumane conditions.”

Human Rights Concerns and Legislative Responses

The situation at Camp Montana has prompted responses from various human rights organizations, including the American Civil Liberties Union (ACLU), which described the conditions as an “unfolding humanitarian crisis.” In December 2022, human rights groups sent a letter to ICE detailing accounts of violent assaults and sexual abuse by officers at the facility, based on interviews with over 45 immigrants. The letter also alleged that detainees faced intimidation tactics to pressure them into self-deportation or relocation to third countries.

In light of these troubling reports, Duncan Smith, a member of the Irish Parliament, emphasized that the focus should remain on the poor treatment of detainees like Culleton rather than their pasts. He stated, “The key issue here is the horrific conditions with which Seamus and indeed thousands of others are being held in these ICE detention centres. They’re subhuman, and nobody deserves that.”

The ongoing challenges at Camp Montana reflect broader concerns regarding immigration detention practices in the United States. As the facility prepares to expand its capacity to 5,000 people by September 2023, advocates urge for immediate reforms to ensure the humane treatment of all detainees.
