Donegal County Council Implements New Three-Tier DCB Scheme System

Donegal County Council has introduced a three-tier system to manage amendments to the Enhanced Defective Concrete Block Scheme (DCB), aiming to streamline applications and improve support for affected homeowners. The amendments, which will be detailed shortly, include an increase in the grant cap and adjustments to the time limit for remediation payments.

The council reports that over 77% of applicants in Ireland’s DCB scheme reside within its jurisdiction, leading to a significant volume of applications. As the online portal is being updated to accommodate these changes, it will feature a new application tile for submitting requests related to increased grants. Importantly, these amendments will require proactive applications from homeowners rather than being automatically applied.

Prioritization of Applications

To efficiently manage the substantial influx of applications, the council has categorized applicants into three priority groups. Those who completed remediation work after March 29, 2024 and have received final payments will be classified as Priority 1. This group will be prioritized for the increased grant amount, reflecting their prior use of available funds.

“The amendments will further assist homeowners who have been impacted and affected by the presence of deleterious materials,”

the council stated, acknowledging the enactment of the DCB Amendment Act and the accompanying regulations.

The second group, Priority 2, includes applicants currently undergoing remediation work. They retain access to their existing grant amount while their projects are ongoing. The third group, Priority 3, consists of applicants who have received grant amounts but have not yet started their remediation work. This group will also maintain access to their grant once they commence their projects.

Details on Application Process and Grant Adjustments

As part of the amendments, homeowners will need to apply for an increase in their remediation option grant. A dedicated tile, labeled “Apply for Increase to Remediation Option Grant,” will be made available on the online portal specifically for those in Priority 1. Applicants must provide documentation of qualifying expenditures, including invoices for both remedial works and professional fees.

The council has confirmed that grant rates per square meter will increase by approximately 7.4% to 8.7%, depending on the specific remediation option selected. The overall scheme cap will rise by 10%, increasing from €420,000 to €462,000.

As the council continues to navigate a high volume of inquiries relating to the scheme, officials have urged applicants to review information available on the council’s website and the online portal. They also encourage homeowners to engage with community facilitators for additional support.
