Eastern Leaders Urge EU to Prioritize Funding for Defence Project
Leaders from eight Eastern European countries have called for the European Union to prioritize funding for the **Eastern Flank Watch**, a proposed defence initiative aimed at strengthening the bloc’s security against threats from Russia. This call to action arose during a summit in Helsinki, where officials expressed concern over the immediate dangers posed by Russia, which they label as the “most significant, direct and long-term threat” to European stability.
In a joint declaration released on **October 17, 2023**, the leaders of **Sweden**, **Finland**, **Poland**, **Estonia**, **Latvia**, **Lithuania**, **Romania**, and **Bulgaria** emphasized their unique position on the EU’s eastern frontier. They argued that as frontline states, they should be the first recipients of EU defence funding to bolster their capabilities. The proposal for the Eastern Flank Watch is part of a broader **Defence Readiness 2030 Roadmap** introduced by the **European Commission** aimed at enhancing Europe’s collective defence strategy.
Details of the Eastern Flank Watch Initiative
The Eastern Flank Watch is one of four flagship projects presented by the European Commission, alongside the **European Drone Initiative** and the **European Space Shield**. The initiative seeks to enhance the capacity of eastern member states to respond to various threats, including hybrid warfare, drone incursions, and the risk of direct military aggression from Russia. The proposal envisions designating the Eastern Flank Watch as a **European Defence Project of Common Interest**, which would facilitate access to increased EU funding and streamline planning processes.
While the European Commission has called for urgent action, the proposal lacks specific details regarding the project’s structure and financial requirements. The 27 EU member states have not yet endorsed the roadmap, but a decision is expected at a summit in **Brussels** on **October 19, 2023**.
Speaking after the Helsinki summit, Finnish Prime Minister **Petteri Orpo** stated, “The buildup of European defence will not happen unless we, as states on the EU’s eastern border, make our voices heard.” He expressed Finland’s readiness to take a leading role in the Eastern Flank Watch initiative alongside Poland, inviting all EU member states to participate.
Commitment to Action and Funding
The eight countries have pledged to advance discussions at a technical level to outline concrete measures for the Eastern Flank Watch project. They believe it should encompass a variety of military capabilities, including ground combat, drone defence, air and missile defence, and protection of critical infrastructure. The leaders underscored the necessity for “broad EU support and engagement” to implement the project successfully.
Moreover, they called for a share of funding from the EU’s upcoming multi-annual budget, which is set to commence in **2028**. This budget could allocate as much as **€131 billion** to defence, representing a five-fold increase from previous allocations. Polish Prime Minister **Donald Tusk** highlighted the importance of effectively utilizing EU funds, stating, “We are very pragmatic. I’m absolutely sure that for our security, this format and our common work is crucial.”
The Eastern Flank leaders are prepared to employ “political pressure and tough and united argumentation” to advocate for their needs within the EU framework. They believe that the call for increased funding and support is not only vital for their nations but could serve as a model for other countries facing similar security challenges.
