EU Commission Dismisses New Abortion Fund Proposal Amid Citizen Support
The European Commission has decided against establishing a new financing scheme aimed at expanding access to abortion services across Europe. This decision comes despite support from nearly 1.2 million European citizens who backed the proposal through the My Voice, My Choice initiative. Instead, the Commission has indicated that member countries can utilize an existing fund to assist women in obtaining abortion services, contingent upon necessary amendments to their programs.
The My Voice, My Choice initiative called for the European Union (EU) to create a voluntary financial mechanism. This mechanism would allow countries to offer support to women who are unable to access abortion services in their home nations and must travel to another country where such services are available. In December 2023, the European Parliament expressed its backing for this initiative. However, several Members of the European Parliament (MEPs) opposed it, citing concerns about potential infringements on EU and national regulations.
On March 7, 2024, the Commission released a statement asserting that it is “not necessary to propose a new legal instrument.” It emphasized that EU support for abortion services can be provided efficiently by member states already utilizing existing frameworks.
Existing Financial Channels for Abortion Services
The Commission highlighted that countries can access the European Social Fund Plus (ESF+) to provide support for abortion services, provided this is in line with their national laws. The ESF+ has a budget of €142.7 billion and is primarily allocated for employment and welfare initiatives.
“The ESF+ can support the efforts of these Member States, while granting them autonomy to determine how and under what conditions access to safe and legal abortion will be provided,” the Commission stated.
Equality Commissioner Hadja Lahbib addressed the situation, expressing a shared goal between the Commission and the initiative. “We are reaching our shared goal by using the tools in our hands. Until now, these tools had not been used. From now on, we will use them,” she told POLITICO.
Lahbib further assured that funding is readily available and that member states can act immediately to provide necessary support. She emphasized the readiness of the Commission to assist in this process.

The Commission’s rejection of a new fund has sparked a conversation about the responsibilities of member states under existing frameworks. The announcement could lead to varying responses across the EU, with some countries potentially moving quickly to adapt their programs in line with the Commission’s guidance.
