U.S. and Europe Solidify Support for Ukraine Amid Reliability Concerns

In a significant diplomatic gathering on March 5, 2024, European and American leaders convened in Paris to demonstrate their support for Ukraine amid ongoing conflicts with Russia. U.S. envoy Steve Witkoff, alongside Jared Kushner, highlighted a strategic framework designed to provide long-term security guarantees for Ukraine, aimed at ensuring stability following the war.

During a joint press conference at the Élysée Palace, Witkoff commended the collaborative efforts of European nations to formulate a robust plan that includes crucial security protocols. “We have largely finished the security protocols,” he stated, emphasizing the importance of these measures to secure a lasting peace. He also praised Ukrainian President Volodymyr Zelenskyy and his administration for their resilience and dedication.

French President Emmanuel Macron underscored the commitment of both European and American allies, announcing that they had reached an agreement on “robust” security guarantees for Ukraine. These guarantees comprise a U.S.-led initiative for monitoring any ceasefire and the establishment of a multinational force in Ukraine, contingent upon a peace agreement with Russia. Macron noted, “Security guarantees are key to ensuring that a peace agreement can never mean a Ukrainian surrender.”

Despite the optimistic rhetoric, concerns linger regarding the reliability of American support for Ukraine. Initial expectations for a joint declaration encompassing U.S. commitments were not fulfilled. The final statement was signed solely by the coalition of nations directly involved, raising questions about Washington’s level of engagement.

Earlier drafts of the agreement included provisions for U.S. participation in the multinational force, specifically pledging to support the force in the event of an attack, as well as assistance with intelligence and logistics. However, these details were removed from the final version, making some European leaders cautious about the strength of U.S. commitments.

Witkoff refrained from addressing the controversial topics surrounding U.S. foreign policy but reiterated that former President Donald Trump remains “strongly behind security protocols.” Zelenskyy commented on the necessity of U.S. Congressional backing for the security guarantees, stating, “We are counting a lot on that; the documents are ready.”

Plans for Multinational Support and Future Security

The declaration from European allies indicates a readiness to offer legally binding security guarantees to Ukraine in the event of a peace deal with Russia. Central to this plan is the U.S. leading efforts in monitoring and verification of any ceasefire, supported by contributions from nations such as the United Kingdom and Germany.

Macron added that the coalition recognizes the need for operational convergence among the 35 participating countries, including Ukraine and the U.S., to establish enduring security guarantees. Following a ceasefire, the U.K. and France plan to set up military hubs across Ukraine, which will include protected facilities for weapons and military equipment to bolster Ukraine’s defense capabilities.

The proposed European-led multinational force is expected to cover land, air, and sea, with deployments concentrated in Western Ukraine. While France and the U.K. have expressed willingness to contribute ground troops, other coalition members, including Germany, have not committed to such actions. German Chancellor Friedrich Merz indicated that Berlin is open to deploying troops to a neighboring NATO country as a precaution against potential Russian aggression, although he emphasized that any decision would require parliamentary approval.

Some nations remain hesitant about contributing military assets to a post-war Ukraine. Greek Prime Minister Kyriakos Mitsotakis confirmed that Greece will not partake in a European military force in Ukraine but left the door open for other forms of assistance, particularly in maritime surveillance.
