Ireland Launches ESA’s First ‘Phi-Lab’ to Boost Space Innovation

Ireland has inaugurated its first European Space Agency (ESA) commercial laboratory, known as the ‘Phi-Lab’, in Mullingar, Co Westmeath. Officially opened by Enterprise Minister Peter Burke, the laboratory aims to foster innovation in space technologies and facilitate collaboration between research and commerce. This initiative is part of a broader government commitment, involving an investment of €170 million over the next five years in ESA-related projects.

The Phi-Lab will support two initial companies that emerged from an open call competition held last year. One of these firms, Ubotica Technologies, specializes in maritime intelligence and surveillance, a critical area for Ireland’s national security. Based in Dublin, with additional offices in Spain and the Netherlands, Ubotica employs artificial intelligence to gather intelligence from various sources, ranging from the seafloor to outer space. The second company, Mbryonics, is located in Galway and focuses on optical and photonic satellite communications.

Minister Burke emphasized the significance of the Phi-Lab for Ireland’s position in the global space sector, stating, “ESA Phi-Lab Ireland strengthens Ireland’s position, and the midlands region, as a hub for advanced research, innovation, and high-value enterprise.” He further noted that this initiative is vital for driving competitiveness, creating skilled jobs, and addressing global challenges through advanced manufacturing and industrial transformation.

The government’s investment underscores its aim to ensure that Ireland plays a leading role in Europe’s space future. Burke also announced a second open call for companies eager to expand within the European space market and to bring novel innovations to testing and scaled production.

Bridging Research and Industry

Barry Kennedy, chief executive of Irish Manufacturing Research (IMR), highlighted the laboratory’s transformative potential. He remarked, “This facility positions Ireland at the forefront of European space-enabled innovation, where advanced manufacturing, AI, and data-driven technologies can be developed, tested, and commercialized for global impact.” Kennedy emphasized that the ultimate goal is to translate world-class research into substantial economic and societal value.

The Phi-Lab will connect academics specializing in advanced materials science and bio-engineering with industry leaders. Together, they will work on developing new materials and devices aimed at sectors including information and communications technology (ICT), medical devices, energy, and sustainable industrial technology.

The launch of the Phi-Lab aligns with Ireland’s National Space Strategy for Enterprise, published in 2019, which has seen the establishment of approximately 120 space-active companies collaborating with ESA in Ireland. This initiative marks a significant step forward in positioning Ireland as a key player in the evolving landscape of space technology and innovation.
