Irishman Exposes Harsh Conditions of ICE Detention in Texas
An Irishman, Seamus Culleton, has shared his distressing experience of being detained at an ICE facility in El Paso, Texas. Culleton, who has a valid work permit and no criminal record, has spent over five months in custody following his arrest on September 9, 2022. He was apprehended by U.S. Immigration and Customs Enforcement agents after overstaying a visa waiver that allowed him to enter the United States in 2009.
Originally from County Kilkenny, the 42-year-old entrepreneur operated a plastering business in Boston. He married Tiffany Smyth, a U.S. citizen, and applied for lawful permanent residency. At the time of his arrest, Culleton was carrying a valid Massachusetts driving license and a work permit issued by the U.S. government.
After his apprehension, Culleton was initially held for five days in a cell before being transferred to facilities in Buffalo, New York, and eventually to El Paso. A judge approved his release on a $4,000 bond in November, which was later denied by ICE despite an appeal from his lawyer, Ogor Winnie Okoye. This setback meant Culleton missed a crucial interview that would have allowed him to obtain his green card in October. The Department of Homeland Security has since classified him as “an illegal alien from Ireland.”
Conditions Inside the Detention Centre
Culleton has described the conditions in the El Paso detention center as appalling. Speaking on RTE Radio, he recounted being confined in a room with 71 other detainees. He expressed his fears about the unpredictable environment, stating, “You don’t know what’s going to happen on a day-to-day basis. You don’t know if there’s going to be riots; you don’t know what’s going to happen. It’s a nightmare down here.”
The facilities consist of temporary tents housing approximately 1,000 detainees each, with five tents in total. Culleton characterized the living conditions as “filthy” and noted that the toilets and showers were “very rarely cleaned.” He lamented the lack of outdoor time, saying, “I have barely any outside time, no fresh air, no sunshine.” Meals provided to detainees are minimal, described as “kid size,” leaving many feeling hungry.
Following public advocacy from his wife, Culleton has urged Michael Martin, the Taoiseach of Ireland, to raise his case with Donald Trump during a scheduled visit to the White House in March 2024, ahead of St. Patrick’s Day celebrations. He pleaded, “Just try to get me out of here and do all you can, please. It’s an absolute torture, psychological and physical torture. It’s just a horrible place.”
Legal Perspectives on Detention Conditions
Culleton’s lawyer, Okoye, has condemned the conditions at the facility, stating they are “deplorable, unimaginable, inhumane, not conducive for even the most atrocious of criminals.” Okoye emphasized that Culleton represents the positive contributions immigrants make to society, asserting, “Seamus is not the worst of the worst. He’s the best of what this country’s all about, immigrants coming in and making a difference.”
The ongoing situation highlights broader concerns regarding immigration detention practices in the United States, particularly under the administration of former President Trump, which saw a significant crackdown on immigration enforcement. As the debate over immigration policy continues, Culleton’s case underscores the human impact of such policies, drawing attention to the conditions faced by many individuals in similar circumstances.
