UHL Declares Major Safety Improvements Under CEO Gloster
UPDATE: University Hospital Limerick (UHL) has been declared a “fundamentally safer hospital” by outgoing CEO of the Health Service Executive (HSE), Bernard Gloster. This announcement comes amid years of scrutiny for the hospital, which has faced criticism for long waits and tragic incidents, including the death of Aoife Johnston in 2022.
In a significant statement, Gloster emphasized that UHL has “turned a significant corner,” although he acknowledged that challenges remain. He attributed the improvements to the addition of 96 new beds and a revamped operational model that now functions effectively seven days a week. “The numbers [of people on trolleys] have improved,” Gloster stated, marking a notable shift from the past.
The hospital has been marred by distressing reports, including an inquest that described the emergency department as “like a war zone.” Families have shared harrowing experiences of waiting days for treatment while in severe pain. Reflecting on these concerns, Gloster expressed his “absolute eternal regret” that any patient had to endure such conditions while awaiting care.
“The way that hospital is now organized and run is fundamentally different to what was there before,” he said. Gloster also praised the clinical, administrative, and nursing leadership for addressing longstanding issues that have plagued the facility.
As he prepares to step down in March 2023, Gloster reflected on his tenure, calling it “the most privileged job in the public service,” yet one that is “exceptionally busy and demanding.” He acknowledged the difficulties of enacting reform within a busy health service, likening it to “flying the plane and trying to paint it at the same time.”
Gloster believes that ongoing reform will be beneficial for UHL and the broader health system. “We continuously make progress,” he noted, emphasizing the importance of pacing reforms and managing expectations.
