Motor Insurers to Provide Transparency on Premium Increases

Motor insurers in Ireland are now required to explain the reasons behind rising premiums under a new voluntary code aimed at enhancing transparency for consumers. This initiative, introduced by the Government, is set to take effect from March 2026 and aims to ensure that customers understand the factors influencing their insurance costs.

The code was developed by a collaborative working group that included representatives from the insurance industry and intermediaries, with support from the Department of Finance and the Central Bank of Ireland. According to Robert Troy, Minister of State for Financial Services and Insurance, this is the first initiative of its kind in Ireland, designed to build trust and clarity within the motor insurance market.

Key features of the code include the introduction of a premium summary statement provided at the time of quotation and renewal. This statement will detail last year’s premium, the new premium, the difference, and significant factors affecting pricing, such as geographical location, risk factors, and applicable levies. Additionally, an annual market overview statement will be made available to consumers, offering insights into broader market conditions that could influence premiums, including broker commissions and legal costs.

The code is open to all insurers and intermediaries operating in the private motor insurance sector, including cross-border entities. It aims to empower consumers by providing them with clear guidance on personal risk factors and market trends that may lead to premium adjustments. Furthermore, it will offer suggestions on how consumers can potentially reduce their risk profile and lower their insurance costs.

Minister Troy emphasized the importance of this new transparency code, stating, “It will bring further transparency to the market and support consumers to know what they are paying for, and if there are legitimate reasons for why premiums have increased.” He expressed hope that the code would promote informed decision-making among consumers, encouraging them to switch providers if necessary.

The implementation of this code aims to enhance the overall experience of policyholders and ensure they have access to the necessary information to navigate the complexities of motor insurance. The initiative is expected to foster a more competitive environment, ultimately benefiting consumers as they seek better insurance outcomes.
